REQUEST FOR EXPRESSIONS OF INTEREST
(CONSULTING SERVICES– FIRMS SELECTION)
Assignment Title: Institutional Capacity Building on "Takaful" Conditionality

The Ministry of International Cooperation (MoIC) has received financing from the International Bank for Reconstruction and Development (IBRD) (the “Bank") in the form of a loan (hereinafter called “loan") toward the cost of Strengthening Social Safety Net Projects (SSSNP). The Ministry of Social Solidarity (MoSS), an implementing agency of the Client, intends to apply a portion of the proceeds of this loan to consulting services.
The purpose of the consulting services (“the Services") is to conduct a capacity building and training program for the personnel involved in the implementation of the “conditionality" element of “Takaful" national program. This training will target personnel at:
· Ministry of Social
Solidarity (MoSS),
· Ministry of
Education (MoE),
· Ministry of Health
and Population (MoHP),
· Al Azhar.
·· Other individuals who are assigned to assist
MoSS in the implementation.
The aim of the capacity building is to train the different personnel involved in the implementation of conditionality throughout the egyptian governorates by communicating the agreed- on messages and train them on the tools required for the conditionality. Also, conduct TOT for the personnel that will be required to pass on their knowledge to others involved in the process.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers dated January 2011 and revised July 2014 (“Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.
Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.
A Consultant will be selected in accordance with the Quality Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
The Ministry of Social Solidarity now invites eligible consulting firms (“Consultants") to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
The short-listing criteria and sub-criteria are: -
1- At least 15 years of experience in the field of training and capacity building (15 Points):
- ≥ 30 years (15 Points)
- 30 years >, and ≥20
years (10 Points)
- 20 years >, and ≥15
years (7.5 Points)
2- At least five successful - capacity building - experiences in the field of social and community development (35 Points):

3-Previous experience in conducting training for governmental employees in Egypt (30 Points):
